Table 1: States with No-Excuse Absentee Voting

This table is part of the ncsl polling away report.

Twenty-seven states and Washington, D.C., offer “no-excuse” absentee voting, meaning any voter can request and cast an absentee/mail-in ballot, with no excuse or reason required.

eight states conduct elections entirely by mail (california, colorado, hawaii, nevada, oregon, utah, vermont, and washington), meaning voters don’t need to request a ballot, but instead receive one automatically.

The remaining states require the voter to provide an excuse to qualify for an absentee or mail-in ballot. see table 2: excuses to vote absentee for more details.
