mail sent to an inmate should be addressed as follows:

- all outgoing mail is inspected before it is sealed.
- all incoming mail is inspected before it is released to an inmate.
- official/legal mail is inspected in the inmate’s presence.
- Mail is distributed to the inmate within 24 hours of receipt.
- Incoming and outgoing letters must fit into a standard 4″ x 4″ envelope. 9″ or 5″ x 6 ” greeting card envelope.
- Incoming mail will be refused if postage is due, with the exception of incoming legal/attorney or government mail.
mail prohibited
- personal checks
- mail containing staples or metal devices
- mail containing threats of harm or criminal activity
- mail related to the shipment or receiving contraband through the facility
- escape plans
- plans that violate correctional institution rules
- mail containing codes
- mail containing information that, if disclosed, would create a clear and present danger of violence or physical harm
- critical of correctional facility operations, programs or staff
- polaroid photos, photos larger than 4″ x 6″, contraband
- newspaper clippings and articles (including the internet)
- packaging without prior approval
- publications that show racism, sexual harassment, religious persecution or gangs. related and could promote a hostile work environment will be shunned by staff
- graphically depicts: sexual penetration, homosexual acts, sadomasochistic acts, bestiality, sex acts involving children, or nude photographs of males or women
- photographs that represent or show the genitalia of men or women (partial or total nudity)
mail rejected
Any mail that is refused by staff to correctional center inmates will be sealed with the appropriate seal and returned to the sender. the letter or publication will remain as a whole and no portion will be removed and released to the inmate. the inmate will be notified in writing that the mail was returned to the sender, with the name of the sender and what type of mail received was returned to the sender. A copy of the notification will also be sent to the sender.
reasons for rejection include, but are not limited to, the following:
- mail received without the full name and address of the inmate’s correspondent
- mail consisting of stickers or stickers affixed to the envelope or letter
- mail containing perfume or other odors
- mail containing stains or foreign substances
- mail containing return stamps or writing paper
- writing paper, pencils, eraser and envelopes with postage purchased through the commissary. Indigent correctional facility inmates can request writing kits, which consist of a pencil, eraser, writing paper, and three envelopes with weekly postage. These writing materials can be used for correspondence with friends and family, attorneys, or other legal representatives. if inmates are in debt and receive money, 50% is applied to the debt and 50% is available to purchase items. in this way the debt is paid off slowly.
books
Inmates may receive up to three books (puzzle, self-help, novel) in one shipment. books must come from the publisher, book club, or bookstore. the books can be new or used. books must be paperback and no larger than 9″ x 12″. they cannot have plastic or metal bindings. the staff will consider any other items in the package as contraband and treat it as prohibited mail. prior approval from a supervisor must be sought. the content of each book must not violate jail rules. An inmate acknowledges that books accepted into the facility become the property of the Tillamook County Jail. all periodicals and magazine subscriptions must be obtained through the publisher. hardcover books will be refused and returned to the publisher or placed on the inmate’s property. A written request must be submitted to the Installation Commander or designee for permission to receive publications. these requests will be reviewed and considered for approval by the installation commander.
