eligibility To be eligible to vote by mail in Texas, you must apply for a mail-in ballot application and:
- be 65 years of age or older (eligible to apply for an annual mail-in ballot);
- disabled (eligible to apply for an annual mail-in ballot);
- are Expect to give birth within three weeks before or after Election Day;
- Be out of the county on Election Day and during the early voting period by personal appearance; or
- being confined in jail or involuntary civil commitment, but otherwise eligible.

- Regular Mail Ballot Applications for Age 65+ or Disabled Groups apply only to the election for which the application was filed.
- Annual Applications They are valid for one calendar year and only available to 65+ and disabled voters.
- If you’re in the military or an overseas citizen, get a Federal Post Card Application (FPCA). these applications remain in effect during a federal election, so it is important that you update your mailing address with the county.

- A mail-in ballot application may also be obtained by contacting our office at (903) 590-4777 or by email to request that an application be mailed to you.
- our office can only mail an application to the individual applicant. The application cannot be requested by a family member or friend (Texas Election Code Section 276.016).
- As a last resort, you may request that a ballot-by-mail application be sent to you
- an application for a ballot by mail can be submitted beginning January 1 of the calendar year in which the election is held.

- applications for vote-by-mail ballots must be submitted to the early voting clerk by the close of business on the 11th day prior to election day. if the 11th is a weekend, the last day to apply is the previous Friday.
ballot by mail information:
- We mail ballots 30 days prior to Election Day.
- mail-in ballots can be returned to our office by mail as soon as the voter receives their ballot.
- hand-delivered mail-in ballots can only be accepted in our office on election day; be accepted elsewhere.
- hand-delivered mail-in ballots may only be delivered by the individual voter; they cannot be delivered by any other individual or party.
- the ballot is returned in a shipping envelope. this carrier envelope must be filled out by the voter or the voter’s assistant.
