nazario, who is black and latino, has claimed his constitutional rights were violated during the traffic stop that was all caught on body camera video
windsor police officers daniel crocker and Gutiérrez, had communicated by radio that they were trying to stop a vehicle without a rear license plate and tinted windows.
During the stop, Nazario was sprayed with pepper spray and beaten on the legs
