sometimes add-ins can conflict with outlook. starting outlook in safe mode, which starts outlook with no add-ins loaded, can tell you if the problem is with an add-in.
start outlook in safe mode

select start > run.
type outlook /safe and select ok.
In the choose profiles dialog, accept the default outlook settings and choose ok.
if prompted, enter your password and select accept.
if outlook starts in safe mode, the problem is probably with one of your add-ins. you will need to disable all your add-ons before restarting outlook.
disable plugins

in the top left corner of outlook, select file > options > plugins.
at the bottom of view and manage office add-ins, make sure the manage box shows com add-ins, then choose go.
As a precaution, when the com addons list of your current plugins opens, do one of the following:

manually record the title of each selected plugin that appears in available plugins.
or
Take a screenshot of the property sheet and save the image to a location of your choice.
after you have captured the titles of the selected plugins, clear all the selected checkboxes and then choose ok.
choose file > exit.
restart

select start > run, and in the open box, type outlook.
in the top left corner of outlook, select file > options > plugins.
select the checkbox next to a plugin you want to re-enable, then choose ok.
repeat all steps until you have re-enabled all original plugins and revealed the source of the error.
