Personal mail/non-privileged mail addressed to inmates at the Leon County Detention Center will be sent to the mailing address below. correspondence sent to the securus digital mail center will be scanned and electronically sent to the inmate issued tablet. personal mail/non-privileged mail not sent to the address below will be returned to sender.

Inmates who do not receive a tablet will have their mail printed and delivered to them.

Legal mail/Privileged mail for inmates can be sent directly to the detention center at the following address:

Legal mail must be clearly identifiable and appropriately marked as legal mail. delivery of legal mail will follow current guidelines in the presence of the inmate: the mail will be opened, photocopied, copies provided to the inmate, and the original mail will be resealed. the original sealed mail is placed in the inmate’s property in the property unit.

All incoming mail will be inspected for contraband. mail containing the following elements will be returned to the sender:

censorship of inmate mail

Inmate mail will not be censored and/or denied unless it is in the legitimate interest of the facility for order and safety, and in the interest of upholding the law. such interests include, among others, the following statements, threats and/or plans:

physical harm or threats of physical harm against persons inside or outside the premises. extortion, blackmail or other criminal activity. exhaust. activities in violation of facility rules. the nature of which, if disclosed, would create a clear and present danger of violence and bodily harm; or correspondence that is in code or for which there is a reasonable belief that it contains a code. if the correspondence is censored or rejected, the Canteen Supervisor or designee will inform the inmate of the action in writing, including a statement as to why the correspondence is being censored and/or rejected [fcac 12.03 fmjs 9.03].

A notice of censorship or rejection will also be provided through u.s. mail to sender/author within five (5) business days by Canteen Supervisor or designee.

The sender/author of the censored or rejected mail, within five (5) business days following receipt of the notification of the decision to censor or reject the shipment, may protest the decision to censor or reject the matter of the Shipping. Mail to Support Services Bureau Commander (SSBC) or designee. a protest can be made orally or in writing. the protest must include the reasons why the mail item should not be subject to censorship or rejection. The SSBC or designee will review and respond to the protest within five (5) business days of receipt of the protest. if the original censure or rejection is upheld by the ssbc or designee, the ssbc’s decision may be appealed to the director of the detention center within five (5) business days. an appeal can be made orally or in writing. the director of the detention center will respond to the appeal within five (5) business days. the detention center director’s decision on the appeal is final.

request inmate signatures on official documents

The procedure for requesting inmate signatures on documents is as follows:

Documents can be dropped off Monday through Friday. Any document delivered between 8:00 a.m. and 5:00 p.m. m. to 10:00 a.m. m. will be processed and ready for pickup the same business day from 3:00 p.m. m. – 5:00 p.m. m. any documents delivered after 10:00 a.m. m. will be processed and ready for pickup the next business day after 3:00 p.m. m. – 5:00 pm. *when compelling circumstances arise, the Watch Commander may approve the facilitation of actions outside of the above parameters.

magazines and newspapers/newsletters

Magazine and newspaper/newsletter subscriptions will only be accepted if mailed directly from the publisher. Posts may not contain nudity, pornography, excessive sexual content if deemed inappropriate by the Sheriff’s Deputy or her designee, items that support criminal behavior, or tangible threats to facility security. an inmate will be allowed to possess the following amounts: magazines – two (2) and newspapers/newsletters – two (2). Any item in excess of these amounts is considered contraband and will be disposed of by the facility.

packages and books

the leon county detention center does not accept packages or books for inmates, except for items listed in magazines and newspapers/newsletters and religious and spiritual material. This includes anything from private citizens, Amazon, USPS, or any other delivery service. all items will be returned to sender.

Books are available to inmates in the form of an electronic book (electronic book) on their assigned securus tablet. there are over fifty thousand (50,000) e-books available for free.

After the publication of these rules, inmates will have thirty (30) calendar days to dispose of or send, at their expense, to a third party any book currently in their possession. on or after the 31st day, any books in an inmate’s possession will be considered contraband and will be disposed of by the facility.

religious and spiritual material

Religious or spiritual material will only be accepted if mailed directly from the publisher, no items from third-party vendors (ie amazon) will be accepted. The item must be mailed and approved through the Chaplains Office at the Leon County Detention Center to the following address:

An inmate will be allowed to possess two (2) religious or spiritual materials in addition to the listed items in magazines and newspapers/newsletters. An inmate may be provided with certain standard religious books through the Chaplains Office to include the Holy Bible, Tanakh, Koran, etc. all items must be approved and noted as approved on the item as determined by the chaplain’s office.

The donation of religious material can be made to the chaplaincy and will become part of the religious library. these materials should be directed to “attention of the chaplain’s office”. any religious or spiritual materials donated to the chaplain’s office will be distributed randomly. A supply of donated religious material and other reading material is available at the facility and will be provided to any inmate who makes a request if the item has been donated and is available. Any item in excess of these amounts is considered contraband and will be disposed of by the facility or returned to the chaplain’s office for reuse.
