* the national voter registration (“motor voter”) law was implemented in virginia beginning in march 1996. this law allowed voter registration forms to be submitted through department of motor vehicle offices and other designated agencies, or sent by mail. . Before the nvra, most applicants had to appear in person at a registrar to register. (Uniformed and overseas voters were exempt from the in-person registration requirement.)

** prior to the implementation of the national voter registration (“motorized voter”) law in March 1996, any Virginia voter who had not voted in four years was removed from the voter rolls (“purged” ). Significant purges after presidential elections (of voters who had registered for the previous presidential election but did not vote in the next) were the norm. “purges” of non-voters no longer occur. now, under federal and state law, a voter who appears to have moved from their residence of record, but has not responded to a request to confirm their residence, remains on the voter rolls as “inactive” for the next two elections federals. “Inactive” voters are eligible to vote if they re-register, or show up at the polls (or apply to vote absentee) and confirm that they have not moved (or have moved, but within the same locality and district). electoral). if they do not reactivate their registrations, they are eliminated from the lists after the last two federal elections. the total number of registered voters, in the table above, includes active, inactive and overseas voters.
