health insurance options

hra’s medical assistance program can help qualifying new yorkers enroll in public health insurance programs like medicaid. HRA accepts applications from residents who are 65 years of age or older, people of any age who are living with a disability or blindness, people who receive Medicare and are not parents or caretaker relatives of minor children, and former foster young adults under the age of 26. Call HRA’s Medicaid Helpline at 1-888-692-6116 for more information or visit a Medicaid office to apply. during the covid-19 emergency, requests can be faxed to 917-639-0732.

Medicaid customers who have lost their EBT cards and have a change of address should contact the Medicaid Helpline to update their contact information at 888-692-6116 to update their address. customers can also use the MAP-751k form below to make this change and fax it to 917-639-0837.

new applications:

Clients can attest to all elements of eligibility except immigration status and identity, if the immigration document does not also prove identity. Copies of documents proving immigration/identity status must still be submitted. do not submit original documents. If clients are unable to submit this documentation due to the COVID-19 emergency, the request still needs to be submitted. clients will have the opportunity to present the documents later. customers whose citizenship status is not verified through data sources will also have the opportunity to submit documents at a later time.

clients do not need to provide proof of their medicare application; this requirement does not apply during the covid-19 emergency period.

renewals:

During the COVID-19 emergency, authorized Medicaid cases ending in March 2020 through December 2020 and January 2021 through December 2022 will be automatically extended. Any case closed for non-renewal or failure to provide documentation during COVID-19 will be reopened and coverage will be restored to ensure there is no break in coverage. cases of excess resources will be extended for 6 months. excess cases will be extended 6 months. see below for information on excess case coverage.

During the week of May 18-23, 2020, Notices of Intent to Close Medicaid/Managed Long Term Care/Nursing Home/Medicare Savings Program Renewal (Recertification) cases were sent to clients in error whose renewals were due in May 2020. Medicaid cases will not close for any of these consumers and coverage will be extended, regardless of whether or not the client returned the renewal, according to New York State COVID-19 emergency easements.

the renewal extension applies to all renewal cases including renewal by mail office, mltc, nursing home eligibility, medicare savings program, mbi-wpd (entitled to extended grace period 6 months if you lose your job), stenson/recipients losing ssi eligibility, and rosenberg/recipients losing cash assistance eligibility.

If you are unable to send payment due to health issues related to covid-19, such as quarantine or hospitalization, you can attest that you have the money or bills to meet your excess and are unable to send due to covid-19 by calling the surplus hotline at 929-221-0835.

Medicaid Buy-in Program for Workers with Disabilities (mbi-wpd)

Are you a person with a disability who is working?

Medicaid Buy-in Program offers coverage to people with disabilities who work and earn more than what is allowed in traditional Medicaid.

To qualify you must meet all of the following requirements:

  • be a resident of new york city;
  • be between the ages of 16 and 64;
  • have a disability as defined by the social security administration (ssa) or by the state of new york;
  • be working (including self-employment);
  • have resources not to exceed $20,000 for an individual and $30,000 for a partner;
  • have an income below 250% of the federal poverty level (fpl). however, the way earnings are calculated allows you to earn more than the fpl and still be eligible. for example, in 2021, the 250% fpl was about $32,208, but people with $65,436 in earned income might still be eligible. You can use the proof of income worksheet on page 6 of the mbi-wpd program toolkit to get a better idea of ​​whether you might be eligible at your income level.

are you already enrolled in medicaid?

if you meet these requirements and receive medicaid coverage with a monthly deductible, you can still enroll in the mbi-wpd program. participants in the mbi-wpd program do not have to pay a deductible. You must continue to pay your financial obligation until your mbi-wpd application is approved.

do you already have insurance through your employer?

if you have health insurance coverage through your employer, you must maintain that insurance and contact hra. Medicaid may cover the cost of the premium for that insurance coverage.

the mbi-wpd program does not offer family coverage. single people and married couples are covered by this program if both people are working and have a disability. Able-bodied spouses and children may be covered through other programs, such as Medicaid through New York State of Health or Child Health Plus.
